How Will Medicare Advantage Plans Change in 2025?

One major change coming to Medicare Advantage plans in 2025 involves Medicare Advantage Prescription Drug plans. Unlike previous years, any Medicare plan offering drug coverage in 2025 will implement a $2,000 out-of-pocket drug spending cap that will eliminate the donut hole phase for the drug portion of coverage. (The donut hole was the portion of coverage that beneficiaries spend the most of their own money towards medications).

This change will have a huge impact on individuals with typically high drug costs and could save some individuals thousands of dollars each year in out-of-pocket expenses.

Additional changes to Medicare Advantage plans in 2025 could include changes in premiums, benefits, provider networks, and more. Only time will tell exactly what changes will be prominent among Medicare Advantage plans in 2025.

Medicare Advantage Plan Costs in 2025

Medicare Advantage plans have different premium and deductible amounts based on the plan you choose, carrier you enroll with, and the area in which you live. Thus, it is difficult to predict average costs without first understanding how each plan will be individually priced.

However, as of Q1 2024, CMS has released the payment details for carriers who offer Medicare Advantage plans. With a lower-than-expected payment to insurers, experts are predicting there may be higher out-of-pocket costs associated with enrolling in a Medicare Advantage plan in 2025.

2025 Medicare Advantage Plan Availability

Since 2014, the average number of available Medicare Advantage plans for beneficiaries nationwide has either increased or stayed the same year over year. In 2025, we do not expect that trend to end.

Between 2023 and 2024, the average number of Medicare Advantage plans available to each enrollee stayed the same at 43. Thus, I would not be surprised if this number continues to increase in the mid-forties for 2025.

However, the total number of Medicare Advantage plans nationwide offers a bit more fluctuation over the years. Going down by 39 plans to 3,959 in 2024 from the previous year, there is no conclusive data to help us understand this trend. Thus, it would not be responsible for us to create a prediction for the total number of available Medicare Advantage plans in 2025 nationwide.

One thing we can say for certain is that Medicare Advantage plans in 2025 will be diverse. Enrollees across the country will have access to HMO, PPO, PFFS, and POS plans, as well as Special Needs plans, Medicare Advantage Prescription Drug Plans, and more.

When Can You Enroll in a 2025 Medicare Advantage Plan?

You can enroll in a 2025 Medicare Advantage plan during the Medicare Annual Enrollment Period. This enrollment period begins on October 15 and ends on December 7. Each year, this enrollment period allows Medicare enrollees to choose which Medicare Advantage plan they wish to enroll in for the upcoming year.

Typically, new Medicare Advantage plan details are released around this time to allow enrollees to research their options before needing to enroll during the Annual Enrollment Period. Thus, 2025 Medicare Advantage plan details should be made available by October 1, 2024.
